A Security Council has voted to endorse proposals presented by the US president for establishing a durable ceasefire in Gaza, featuring the introduction of an international stabilisation force and a eventual path to a Palestinian statehood.
The resolution was adopted by a vote of 13-0, with Russia and China abstaining. Washington's diplomat the American delegate addressed the council chamber that it mapped “a different path in the Middle East for Israelis and Palestinians and all the people of the territory alike”.
Addition of allusions to an self-governing Palestine was the price the US paid for support from the Arab states, who are expected to provide security forces for the international stabilisation force (ISF).
“Interim measures that we embark on today must be implemented in adhering to global standards and respecting Palestinian self-determination,” James Kariuki declared.
Nonetheless, on the verge of the council decision, Israeli prime minister the Israeli leader reaffirmed his government’s adamant opposition to the establishment of a sovereign Palestine, casting doubt on whether Tel Aviv will accept the execution of the UN-mandated proposals.
The mention to Palestinian statehood was a compromise addition to an first US version which did not mention it. However the wording is ambiguous and conditional, promising only that once the Palestinian Authority has undergone changes and the restoration of the territory is under way, “the situation may finally be in place for a credible pathway to Palestinian independence and statehood.”
The language was insufficient of the firm commitment to the establishment of a sovereign Palestine beside Israel sought by Muslim nations, as well as European council members, but in addresses to the council after the approval, envoys from those states said they were ready to support the settlement in the interests of prolonging the present ceasefire and swift steps to feed and protect the 2.2 million Palestinian people in Gaza.
“Our delegation has eventually decided to endorse of this resolution, a measure that we support its main goal, namely the continuation of the truce and the formation of circumstances enabling the Palestinian population to assert their immeasurable rights to self-determination and statehood,” Amar Bendjama announced.
The resolution gives general supervisory power to a “stabilisation committee” chaired by the US president, but of undefined composition. This committee has to inform the UN but it is not bound by the desires of the UN or by the Palestinian Authority.
Furthermore, it demands the formation of a specialized Palestinian group that is supposed to run routine management of the Gaza and the provision of utilities, but it is highly uncertain who would be involved.
The mission of the ISF empowers it to disarm and dismantle militant organizations in the territory, but it is quite ambiguous that would-be troop contributors would agree to attempt to face such factions. No country has yet committed itself to dispatching troops.
Furthermore the requirements for changes to the PA, the precondition towards progress on independence, have been hazy.
European officials said they considered it urgent that the names of the expert panel to distribute aid was settled as quickly as possible.
